The Homeland 10-step process

  1. Consult — Schedule a call with our project managers to discuss your vision, budget, and timeline. We'll also introduce you to Homeland's proprietary Feasibility department.
  2. Surface Feasibility & Results Meeting — This meeting covers land constraints, zoning allowances, and the anticipated utility plan for your property.
  3. Financing Pre-Approval or Financial Readiness — Get pre-approved for financing to establish your budget and purchasing power through our lending network — or talk through your financial readiness with our team.
  4. Home Selection & Project Estimate — Select a Homeland floor plan or design a custom home. We'll establish your preliminary investment range and develop a realistic budget estimate based on your goals, site conditions, financing, delivery, and desired finishes.
  5. Contract Proposal — Contracts are sent including your overall budgeted estimate, home selection and options, permit costs, and external agency requirements and timelines. Once signed, the second half of the process is initiated.
  6. Permits, Submittal, Issuance — Permit compliance is initiated. We build out a plan set based on your project goals and budget, submit to the authority having jurisdiction, and obtain construction approval from state and local authorities.
  7. Site Prep — Construction Mobilization — Foundation work, utility hookups, and delivery readiness are completed to prepare your site for your new home.
  8. Home Delivery — Your home is transported and professionally installed and constructed on your foundation.
  9. Final Inspections — We complete all required inspections and ensure everything meets code and quality standards.
  10. Move-In Day — Receive your keys and take a walk-through of your beautiful new turn-key home.

What does Homeland Building & Development actually do?

We are a single-contract home builder and land development company. One team handles land and feasibility review, home selection or design, financing coordination, permitting, site work, construction, final inspections, and handover — so you are not managing separate contractors, factories, and consultants.

What types of homes do you build?

ADUs (accessory dwelling units), modular homes built to state residential code, manufactured HUD-code homes, and multi-unit residential projects. Because we are not tied to one factory or product line, our recommendation is based on your lot, budget, and timeline.

Where do you build?

Across the West — California, Oregon, Washington, Nevada, Arizona, and Idaho. We work in both metro infill neighborhoods and rural parcels, and we permit through the local authority having jurisdiction in each market.

How much does a project cost?

Most complete modular and site-built projects run $200–$350 per square foot all-in, and manufactured homes cost meaningfully less. ADU projects typically land between $150,000 and $400,000. The home itself is usually 50–60% of the total; land, site work, utilities, permits, and foundation make up the rest. You get a line-item budget after a free feasibility review.

How long does it take from first call to move-in?

Most projects complete in 6–12 months. Design and permitting typically take 2–4 months depending on the jurisdiction, and construction runs 3–6 months. Factory-built homes shorten the schedule because fabrication happens while your foundation and site work are completed in parallel.

Do I need to already own land?

No. We help clients evaluate parcels for buildability before purchase — zoning, utility access, soil conditions, slope, and fire-zone requirements all dramatically affect total cost. Buying land without a feasibility review is the most expensive mistake in this process.

Who handles permits and inspections?

We do. Our team prepares and submits the complete permit package, responds directly to plan-check corrections, and schedules every required inspection through certificate of occupancy. You never visit the building department counter yourself.

Can the home be financed?

Yes. Modular and site-built homes on land you own qualify for conventional, FHA, VA, and USDA financing, and most clients use a construction-to-permanent loan that converts to a standard mortgage at completion. Manufactured homes have their own programs including chattel and FHA Title I. We work with West Coast lenders experienced with construction draw schedules.
